Toxin was the alias of the deceased Patrick Mulligan.
Background
Toxin is the spawn of the Carnage symbiote and the thousandth in its lineage. This resulted in the symbiote's genetic memory being broke down, allowing it to be easily influenced. The symbiote has a tabula rasa mentality, meaning it is fully aware, but at a blank slate. Venom thought this would be a great opportunity to gain a partner in crime. Carnage, however, felt threatened by its existence. Wanting to kill it, he resisted the birth. This resulted in a small "explosion" that left him too weak to do so. Instead, he allowed it to bond with Patrick Mulligan, a nearby police officer.
Carnage eventually catches up to Patrick and attempts to kill him, but Pat manages to escape with Black Cat before he's killed. The next day, he meets with Black Cat again to ask about her involvement in a recent robbery at an art gallery. She starts to defend herself, but is interrupted by an intruding Carnage. The symbiote envelops Pat for the first time, allowing him to defend himself. His "father" is defeated with ease and is tossed afar.
The next day, he hunts down Cletus Kasady with the intentions of killing Carnage. A fight ensues, but he can't give in to killing in cold blood. An onlooking Venom notices Toxin spare Carnage and becomes alarmed. Venom and Carnage reach a parlay, seeing as they're both concerned about the possible alignment of Toxin. However, they're both defeated in the end, though they escape. While Pat assumes they'll return, they never do.
Leaving his wife and the police force, Patrick takes the Toxin persona to heart and uses it to fight crime. His first mission is to round up escapees of the Raft, the main one being Razorfist. This is asked of him by Spider-Man, who considers himself an ally of Toxin. During this time, he starts to deal with the symbiote's need to learn and answers many of its questions. The two eventually make an agreement: Pat will have complete control of the symbiote, if he allows Toxin two hours of "playtime" each night. Pat doesn't allow him to commit crimes during the playtime, either.
Patrick was later beaten to death by Blackheart and the symbiote was held captive so it could be duplicated and bonded to clones of X-23. The new Venom is blackmailed into getting the symbiote for the Crime Master, who forces it to bond with Eddie Brock, the original Venom. He would take up the Toxin alias as well.
Notes
- A few storylines suggested that Venom was going to be the father of Toxin, but it was changed to Carnage in the end. It is unknown if this was intentional or not.
- Toxin shouldn't be part of Venom's bloodline seeing as Cletus' original symbiote was absorbed by Venom and replaced by an identical one he found in the Negative Zone. This may be an issue caused by the continuity error noted above.
- Toxin wasn't sure if he could separate from his host without dying. Because of this, Patrick attempts suicide to keep the symbiote under control.
